[edit] FCAL Process

All applications for a license for Fan Created Art (FCA) must be submitted by email to legal@cyan.com with a written outline of the idea. The application should include all points which may touch upon RAWA's Rules of Writing. If the outline does not demonstrate any potential conflicts, then an FCA License (FCAL) will be issued by Cyan. Due to their workload, some patience is required.

A new process has been proposed, but is not yet in effect.

[edit] Proposal Procedure

  1. A proposal is posted to the Proposal forum. Any Maintainer may post a proposal. The proposal is now up for discussion.
    • All Maintainers may debate and discuss the proposal for one week.
    • At the end of one week, the proposal, with any revisions generated by the discussion, is put to the vote, in the form of a poll.
  2. Voting on the Proposal
    • Only Maintainers (including Guild Masters) may vote on the proposal.
    • Votes will be collected via a poll in the Maintainers IC forum.
    • Vote choices are either for or against the proposal as it is written in the poll. Discussion will all be done previously during the discussion period.
    • The poll will remain open for one week.
  3. Vote Tabulation
    • A proposal must receive at least 20 votes total (both for and against) for the poll's results to be considered further; if it does not, the proposal fails.
    • If the proposal gets less than a majority (51%) of the vote, the proposal automatically fails.
    • If the proposal gets between 51% and 66% of the vote, the proposal is considered by the Guild Masters.
    • If the proposal gets 67% or more of the vote, the proposal automatically succeeds and is implemented.
  4. If a proposal goes to the Guild Masters:
    • A majority vote of the Guild Masters decides the future of the proposal.
    • If the proposal is vetoed by the Guild Masters, a new poll is set up and a 2/3 vote will override the veto.
  5. A failed or vetoed proposal can be posted for review and consideration again.
    • There is a waiting period of two months to re-post a proposal.
    • This waiting period begins when the proposal fails.
